Examination of the State was conducted by the Director of Public Examination directly with the assistance of an examination section functioning in the Directorate. A Secretary in the cadre of Deputy Director of Public Instruction assisted him in administrative matters. Certificates borne his signature and seal.

From 1 October 1964 onwards an independent unit was formed called as Commissionerate of Government Examination with the DPI as Commissioner. During 1960 and 1970 the independent Commissionerate alias Pareeksha Bhavan conducted about 53 Examinations, which included major and minor ones.
